The great paradox, then, is that Xi has gotten both what he most desired (a United States that is less reliable, less confident, and less capable) and what he most feared: a more volatile international system. A declining United States may prove more dangerous than a strong one: an unsteady superpower increasingly tempted to use force while it still can.
