I would not bet on #baltics. My bet is on territory on shaky legal grounds: #Spitsbergen or #aland. A place where he can make the case that Russian did nothing wrong but now nato attacked him. Even #Kaliningrad may work. He can have a pseudo rebellion there and claim NATO behind. Something obviously fishy.
