It's time to insist that plastic bags, shipping bags, grocery bags, plastic wrapped around anything be charged a fee to recycle upon purchase by the company using them. Something on the order of $0.50 per bag. Ditto on all the plastic bottles. Once we start collecting the fee, it can be used by communities to pay for the vastly more expensive recycling of plastic than cardboard, paper, glass, and metals.
