Because such a significant change would be legally considered "new production of a vehicle"...
#Germany isn't #Nevada which allows everything that one can inshure and long as the emissions per power ain't getting worse...
Granted this sadly results in classic cars remaining more polluting despite a more efficient, safer and less directly pollution option being possible but basically outlawed.
I.e. I'd love to see someone EV-mod something like a Gaz M13 "Chaika" because that'll make it easier to drive, more efficient and easier to maintain.
After all, it's a slow "#Swagmachine" of a cruise vehicle.
Similarly, I do want to see more #PersonalLightVehicles and I consier #KeiCars to be a step in the right direction by being the Antithesis of a #SuperUselessVehicle and counteracting the #Fattening or rather #Enshittification of #Cars.
