@josh In addition to governing principles there are basic principles of graph organisation that can be brought into bear to tame the curse of all-to-all connections among federated instances, such as designing for small-world networks where a subset of the federated instances play the role of hubs that mediate communications, and data cacheing, for a select set of other instances.
