Officially they're called "Silver CSR 94" or "Silver CSR 87" plans, but I call them #SecretPlatinum because that's what they amount to. The reduction of deductibles, co-pays etc. savings means these plans cover ~94% or ~87% of typical medical expenses...similar to Platinum's ~90%.

Without CSR, a Silver plan covers ~70% of expenses.

...but a LOT of people enroll in Bronze plans when they're eligible for a high-CSR plan, often w/the same carrier & the same provider network. Going forward, CMS is proposing to auto-renew people in that situation into #SecretPlatinum plans instead, saving them hundreds! #xp
NBPP 2024 Part 3: Dental Plans, Re-enrollment Hierarchy & QHP Marketing Names

The ACA includes a long list of codified instructions about what's required under the law, but many of the specific details are left up to the agency responsible for implementing it since the legal text itself can't possibly cover every conceivable detail involved. The major provisions of the ACA fall under the Department of Health & Human Services (HHS), and within that, the Centers for Medicare & Medicaid (CMS). Each year, CMS issues a long, wonky document called the Notice of Benefit & Payment Parameters (NBPP) for the Affordable Care Act. This is basically a list of tweaks to some of the specifics of how the ACA is actually implemented. Yesterday CMS released their proposed 2024 NBPP, which includes some important changes which, if included in the final version, will go into effect starting next fall (for calendar year 2024). The full proposed 2024 NBPP is actually 370 pages long; yesterday I posted the press release & Fact Sheet.

Advocates to HHS: Make Premium Alignment the Rule, not the Exception

via Amy Lotven of Inside Health Policy: Advocates To CMS: Fix Rate Misalignment In Next Exchange Reg A coalition of patient advocates is urging HHS to address high out-of-pocket costs by demanding that insurers selling marketplace coverage strictly adhere to the Affordable Care Act’s rate-setting requirements. Insurers have strayed from the mandate in recent years by underpricing silver-tier plans and overpricing the more-generous gold-level products, the advocates say, highlighting an issue that experts have been raising for years and that some states are already addressing at the local level. But health experts also say that HHS must fix misalignments in the risk adjustment program - and that exchanges must have strong consumer decision support tools -for a policy fix to be sustainable. By clarifying and enforcing the ACA’s single risk pool requirement, HHS could significantly reduce consumers’ cost-sharing burdens while also discouraging gaming, the advocates say.
