#Albania has introduced a Draft Law (https://shorturl.at/p77mX) to promote #OpenScience (Article 5):

- Publicly funded research data and outputs should be open, accessible, interoperable, reusable
- OS practices should be used as criteria for evaluation of institutions, projects, researchers
- Research infrastructure should be open
- Standards for OS implementation should be aligned with the policies of European Research Area...

But there is no provision for #SecondaryPublishingRights

Reform of the scientific sphere of Albania: a new bill "Science and scientific research in the Republic of Albania" has been presented

The Minister of Education and Sports, Ogerta Manastirliou, presented the draft of the new law "Science and Scientific Research in the Republic of Albania" to the Commission for Education and Public Information.

The EU's common market is based on four freedoms: free movement of goods, services, labour and capital. We're still lacking the free movement of knowledge.

The next mandate should bring some news on the “Fifth Freedom”.

True enough. The quoted par is better than many short accounts. But I still have a few quarrels.
* #GreenOA works are often but not always published in journals. OA #preprints are green OA.
* Green OA can be #unembargoed.
* Permission for green OA needn't be granted by publishers. Can be held by author #RightsRetention or granted by #SecondaryPublishingRights.
* Not sure that a "large percentage" of OA journals charge APCs. Is 31% "large"?

The Bulgarian reforms include #SecondaryPublishingRights (#SPR), which let scholarly authors make their research articles #OpenAccess through repositories (#GreenOA) without regard to the contracts they might have signed with #publishers.

By my count, 9 European countries have adopted SPR. But Bulgaria and Spain are the only two that allow unembargoed green OA.
