California’s “first-in-the-nation” law to prevent accidents, cybercrimes and other catastrophic outcomes of AI was weakened after tech industry lobbying.

State of California sets down an AI Regulation marker with Senate Bill 53!

SB-53 is now officially law - requires large AI developers to “publicly publish" a framework on their website describing how they incorporate national standards, international standards, and industry-consensus best practices into their frontier AI models. Further, safety updates must be published publicly with its underlying reasoning, within 30 days.

Regulations do NOT require third-party evaluations.

Also, the bill provides a new way for both AI companies and the public to “report potential critical safety incidents" to California’s Office of Emergency Services, and protects whistleblowers who disclose safety risks posed by frontier AI models. The bill creates civil penalties for noncompliance.
