@rob It's weird to see officials admitting to a CBA of 1.0 saying the Cost Benefit Analysis of this project is that there is no overall (economic) benefit to doing this project. That when research shows an average CBA of 3.0 or three times return on investment from health sector projects. Building houses, employing more nurses, investing in pblic transport are all higher for economic returns than a third tunnel through Mt Victoria in Wellington NZ.
