@LovesTha Here in Ireland, there are existing laws governing the use of bike lights (and governing e-assist/motor-powered vehicles, the latter essentially prohibited).

The only thing not the topic of lobbying is driver behaviour, despite the data on road safety/violence clearly showing the source of danger on the roads.

The union is talking about all cycling, not only e-bikes.

Pretty much everyone cycling is a worker.

There is zero empirical evidence that high viz improves safety: all that this groundless approach does is place the burden onto vulnerable road users of other people's driving behaviours.

All this, while lights are already mandatory under law for use on bikes between dusk and dawn.
