The City of Greenwood's attorney feels like it's not constitutional for a hate crimes ordinance to exist here.

The attorney for Richland County, however, didn't see a problem, and thank goodness! A black man was merely jogging when a white man shouted "keep on running boy!" after firing a gun at him.
