JesseCouncils (and residents) always seem to have this great fear that if they don't provide car parking then masses of motorists will just drive to places without any car parking available and then just illegally park on a regular basis.
It's a weird expectation that we don't tend to have for behaviour in other contexts.
Are there real examples of this happening in recent times outside of one off events?
