This is a really good piece that, although it is centered on the rāhui and the rockpools, does a great job of highlighting the issues with the way the Quota Management System works.

In short, each species cannot be managed by itself, like inventory in a shop. They are part of complex, interconnected ecosystems, which rely on each other and the QMS does not really take that into account.
