finally got around to tackling the completely unexciting but very necessary work of making sure cross sections work consistently across open/closed polygons/splines with flipping and mirrored scaling

the goal was to avoid the issue where fixing one bug in one spot breaks something else in a different spot

also found and fixed some unrelated bugs with moving open spline paths and converting splines to polygons/polylines
