Hey do cops ever actually stop kidnappings? I never want to call the cops but I just heard a child yelling for help, have no idea what happened, have no evidence if it was a state backed kidnapping or evidence at all unless local cameras caught it, and the only thing I know of to do in this situation is call the cops but I don't know if that could even actually help and it sure could hurt #urgent #pdx #portlandOR

Portland, OR – On April 4, angry protesters marched to Portland Mayor Keith Wilson’s house, demanding he revoke the conditional land use permit for the ICE detention facility. [ Prior Background ]

Three days before No Kings a panel of judges sided 2-1 with the Trump administration to lift a ban on chemical munitions, including tear gas. While this didn't deter hundreds of people from showing up at the DHS/ICE facility to protest No Kings, we believe many more would have exercised their first amendment rights had the ban not been lifted.

During the first week of March, several days of court hearings occurred with Portland residents and journalists giving testimony on being subjected to chemical and projectile munitions at and near the Portland DHS/ICE facility. The result was new restrictions and conclusions: "federal officers at the ICE facility violated DHS use of force policies, using crowd control devices like pepper balls and tear gas on nonviolent protesters, including those who were engaged in passive resistance.” (OPB)

[ No Kings, Portland ]

With the use of chemical munitions being lifted, a certain nervousness surrounded the ~70 people (est) who arrived at Elizabeth Caruthers Park on Saturday for the No Kings march to the DHS/ICE facility. After the speakers concluded, a group of protesters, somewhat small in numbers, took to Moody Ave and marched south to the DHS/ICE facility.

While those marching in front carried a large "No Human is illegal on stolen land" banner, a certain sense of relief could be felt as the group arrived at the facility with around 200+ people already there, with a clear path to the driveway.

Some protesters were prepared for a repeat of several prior marches from Elizabeth Caruthers Park to the facility, where the DHS/BP response was extremely aggressive within moments of arriving. (refer to our 01-31-2026, 10-18-2025 and 10-04-2025 videos) - However, quite surprisingly, almost none of the expected DHS response materialized. Protesters and journalists occupied the driveway beyond the blue line at will. DHS officers occasionally came out but were largely focused on the condition of the gate. It appeared the gate was poorly fortified, relying on smaller bolts and tracks that apparently didn't present a significant challenge.

After the condition of the DHS facility gate appeared to be degraded, DHS called in the Portland Police Bureau (PPB). Oregon State Police (OSP) also off/on joined in the mix. Both arrived taking actions such as pushing protesters out of the driveway and demanding protesters get out of the street. DHS attempted to address the functionality of the gate while protesters were held back on the sides of the facility driveway. When local and state police left, protesters promptly returned to the driveway.

After protesters continued to occupy the facility driveway, Portland and Oregon State Police returned. Portland Police declared the protest an unlawful assembly and made announcements which included "immediately leave the area", "leave now", and utilization of "crowd control measures including impact munitions" may be used. This largely only escalated things eliciting #ACAB responses. As protesters started focusing on the Portland Police, Oregon State Police descended down Bancroft in a line formation from Macadam Ave. Portland Police then announced targeted arrests and proceeded to make at least one arrest. While State Police held a line across Bancroft St, we witnessed two instances of OSP utilizing batons to aggressively shove protesters.

Unexpectedly, about 30 minutes after declaring the unlawful assembly, all local and state police retreated, essentially voiding demands and threats made during the announcements.

Based on the chemical munitions ban being lifted, many people likely thought it was certain DHS would utilize tear gas or pepperballs. Surprisingly, no tear gas was used, and there was minimal utilization of pepperballs.
