I NEED URGENT HELP

Has anyone seen skin lesions like the ones in the attached picture?

The person says they appeared 1-2 weeks after visiting Rome, they are itchy and her brother has them too (parents don't).
Girl is 16 y.o. and brother is 14. They seem to have them all over their bodies.

They have been to the doctor and given 0 answers.
