Corruption and impunity in the Philippines are at their highest levels since the 1970s, largely because of what Duterte and Marcos have built and restored.
Duterte created new power groups that relied on fear, violence, and loyalty. Marcos revived the old political families and money networks that specialise in extracting wealth and influence. When combined, these two forces formed a single, much stronger system of political dynasties than anything the country has seen since the Marcos dictatorship.
At the same time, impunity has grown. This means people in power can commit abuses or steal public money without any real risk of facing justice. The killings and violations during Duterte’s drug war were never punished. Under Marcos, corruption involving the powerful will not be punished either.
Together, this creates a government where the rules apply to ordinary citizens but not to those who hold power. It leaves the country weaker, more unequal, and further away from meaningful change.
