AGI - È morto nel carcere di massima sicurezza di Matona, in Mozambico, Umberto Sartori, nato a Ponte dell'Olio, in provincia di Piacenza, ma con cittadinanza mozambicana. Il decesso, riportano fonti diplomatiche, risale al 15 maggio.
Sartori, che era in isolamento e stava facendo lo sciopero della fame, era stato arrestato il 21 aprile di quest'anno per traffico di droga, riciclaggio di denaro e possesso illegale di armi, ma non era stato ancora processato. Personale dell'ambasciata d'Italia a Maputo ha seguito il caso e compiuto tre visite nel penitenziario e dopo la morte ha fornito assistenza consolare alla famiglia che, a causa delle delicate condizioni di salute, aveva richiesto misure cautelari alternative al carcere.
I dubbi sulle responsabilità delle autorità carcerarie
La morte di Sartori ha sollevato interrogativi e preoccupazioni per le condizioni nel penitenziario più fortificato del Mozambico. Alcune fonti di stampa locali osservano che le circostanze della morte, giunta nell'ambito di un presunto sciopero della fame del detenuto e quindi sotto la custodia dello Stato, fanno nascere dubbi sulla responsabilità delle autorità carcerarie, trattandosi di un'emergenza medica critica che richiede un monitoraggio clinico continuo e specifici protocolli di intervento.
Annunciando la morte dell'imprenditore, il Servizio penitenziario nazionale del Mozambico (Sernap) ha precisato che Sartori aveva rifiutato il cibo sin dai primi giorni di reclusione "e lo sciopero della fame era stato segnalato alle autorità carcerarie". Nonostante le segnalazioni, secondo quanto dichiarato dal Sernap, Sartori è stato trovato morto sul pavimento del carcere di massima sicurezza di Maputo, dove era detenuto in isolamento.
Il profilo dell'imprenditore e gli altri arresti
Sartori era il proprietario dell'hotel e ristorante Kaya-Kwanga, situato sul lungomare di Maputo. Era molto noto in Mozambico, anche per via delle connessioni con l'élite del Frelimo, il partito che governa il Paese da oltre 50 anni.
Altri tre persone erano state arrestate con lui: Manzar Saed Abbas, Tharmomed Valay Mahomed, meglio noto come Shabir, e suo figlio, Anas Tharmomed. Durante le perquisizioni, le autorità affermano di aver sequestrato una pistola, un fucile d'assalto AK-47, un fucile da caccia, munizioni di vario tipo, computer, un telefono cellulare e diversi documenti.

Sartori, who was in isolation and was engaging in a hunger strike, had been arrested on April 21st of this year for drug trafficking, money laundering, and illegal possession of weapons, but had not yet been tried. Personnel from the Italian embassy in Maputo followed the case and made three visits to the penitentiary and, after his death, provided consular assistance to the family, who, due to delicate health conditions, had requested alternative custody measures to prison.

Doubts about the responsibility of prison authorities

The death of Sartori has raised questions and concerns about the conditions in Mozambique’s most fortified prison. Some local media sources note that the circumstances of his death, which occurred during a presumed hunger strike by the detainee and therefore under the custody of the state, raise doubts about the responsibility of prison authorities, given the critical medical emergency that requires continuous clinical monitoring and specific intervention protocols.

Announcing the death of the entrepreneur, the Mozambican National Penitentiary Service (Sernap) clarified that Sartori had refused food from the first days of his imprisonment “and the hunger strike had been reported to prison authorities.” Despite the reports, according to Sernap, Sartori was found dead on the floor of the maximum security prison of Maputo, where he was held in isolation.

The profile of the entrepreneur and other arrests

Sartori was the owner of the Kaya-Kwanga hotel and restaurant, located on the Maputo waterfront. He was very well known in Mozambique, also due to his connections with the elite of Frelimo, the party that has governed the country for over 50 years.

Another three people were arrested with him: Manzar Saed Abbas, Tharmomed Valay Mahomed, better known as Shabir, and his son, Anas Tharmomed. During the searches, authorities say they seized a pistol, an AK-47 assault rifle, a hunting rifle, ammunition of various types, computers, a mobile phone, and various documents.

An unusual heatwave over Italy: according to weather forecasts, in the center and north, mercury levels will reach record highs up to 36 degrees Celsius.

According to the calendar, we are in the final phase of spring, but observing the temperatures, the feeling is that we are already in the full summer. According to the latest weather forecasts, in the next few hours, the recent heatwave will peak, bringing maximum temperatures to 36 degrees Celsius in some northern cities.

This is a thermal anomaly that, according to meteorologist Lorenzo Tedici, responsible for media at iLMeteo.it, will see northern regions record values 8-9 degrees higher than the average for the period.

Based on the most up-to-date weather models, the hottest cities will be Pavia, Piacenza, Cremona, and Modena. But the heat will affect much of the Padano Plain, where temperatures will reach 35 degrees Celsius in cities such as Turin, Bologna, Alessandria, Asti, Vercelli, Milan, Lodi, Parma, Reggio Emilia, Mantua, Verona, Rovigo, Ferrara, and Forlì.

African heat will also prevail in the Center, where maximum temperatures will stabilize between 34 and 35 degrees Celsius. It will be slightly better in the South, with lower values than the rest of the country.

Anomalous heatwave over Italy: according to weather forecasts, in the center and north, the mercury columns will reach record values up to 36 degrees.

Temperatures will return to levels more in line with late spring only at the end of the month, when across much of Italy the maximums will fall between 32 and 34 degrees. A drop that, however, does not seem destined to bring real relief to Italians, due to the increase in humidity in the lower layers of the atmosphere, which will significantly increase the perceived temperature.

Further worsening the situation will be the atmospheric instability generated by these thermal fluctuations: the energy accumulated by the soil during the hottest hours will favor the development of intense, localized afternoon thunderstorms.

Tomorrow, thunderstorms will affect several areas of the North, while in the Center, bad weather will mainly hit the Apennine areas. In the South, probable afternoon showers will remain likely along the Apennines and, locally, along the Campania coastlines, while elsewhere the weather will remain more stable.

Friday will see the sun return to shine in the North, but the thunderstorm phenomena could be sudden and particularly intense. Instability is also forecast for the Center and South.

Nuclear: In Caorso and Trino, municipalities are beating the State and reclaiming the funds owed for environmental compensation.

While landing in the Chamber of Deputies, the delegation bill on nuclear energy follows its passage to the Joint Environment and Production Activities Committees, eight municipalities hosting nuclear plants and the nuclear fuel cycle are ready to collect what is due to them for environmental compensation. This was established by the Court of Cassation, which ended a dispute that lasted fifteen years and began in 2011. At the center was a 70% cut in nuclear compensation quotas, implemented from 2004 to 2011 based on the provisions of the 2005 financial law by the then-Berlusconi government. The municipalities of Minturno (Latina), Piacenza and Caorso, Sessa Aurunca (Caserta), Ispra (Varese), Saluggia and Trino Vercellese, represented by lawyer Xavier Santiapichi of the Foro di Roma, filed a lawsuit. And they won in all three levels of court: these administrations will receive fully the environmental compensation provided for by national regulations, including the amounts deducted in previous years. How much does it amount to? Just for the Municipality of Saluggia, it is about 25 million euros.

A dispute lasting five years
The municipalities had already won on the first and second levels, respectively at the Rome Tribunal in 2016 and before the Court of Appeal in 2020. The money had already been paid after the second-instance judgment, but it was blocked due to a lawsuit filed by the Presidency of the Council of Ministers and the Cipe, Interministerial Committee for Economic Programming. The lawsuit was just rejected by the judgment of the first civil section of the Court of Cassation, according to which the resources could not be reduced by 70 percent. “We are satisfied with an important ruling: the affair finally recognized the reasons of the territories that have lived with the presence of activities linked to the nuclear for decades” commented the mayor of Saluggia, Libero Farinelli, after the publication of the judgment.

How much will the interested entities receive
The judgment does not concern only the municipalities, but all entities that were entitled to compensation and that, after the cut by the Berlusconi government, filed a lawsuit. The funds are distributed annually in proportion to the surface and the resident population. 50 percent goes to the municipalities that host the plant, 25 percent to the relevant Province and another 25 percent to the municipalities bordering the one in which the plant is located. And while for the Municipality of Saluggia, which hosts the Eurex plant and the Avogadro Deposit, it is about 25 million euros, for that of Caorso, in Piacenza province, which hosts the ‘Arturo’ plant, the quota to collect is about 26 million 340 thousand euros. For Trino Vercellese, headquarters of the Enrico Fermi plant, the total amount recognized is approximately 17 million euros. “This decision – declares Mayor Daniele Pane – represents not only a legal victory, but also the recognition of the rights of our territory and our communities.” The Province of Latina, having sued the Cipe, can now ask the State for the account. Another 17 million euros. Conversely, the Municipality of Latina, which did not file an appeal, cannot do so.

Il Fatto Quotidiano: “Troppo anziana per rinnovare il contratto”, l’odissea di un donna di 101 anni “bloccata” dal gestore telefonico

Dopo la morte del marito, una donna di 101 anni ha tentato di intestarsi la linea telefonica di casa. Un noto gestore italiano l’ha però ritenuta troppo vecchia per avere un telefono e le ha impedito di proseguire con una pratica a prima vista ordinaria. È successo a Piacenza, riporta il quotidiano Libertà, dove l’azienda responsabile si è giustificata dando la responsabilità di quanto accaduto non a un operatore, ma al sistema informatico.
La donna, nata nel 1925, nei mesi scorsi si è accorta con le figlie che le bollette erano ancora intestate al marito defunto e che riportavano anche un codice fiscale sbagliato. Da qui la richiesta di regolarizzare la situazione, trasferendo il contratto a suo nome.
Una procedura impedita dal gestore telefonico, motivo per cui la donna ha contattato Federconsumatori, spiegando la situazione. “Non è possibile effettuare un subentro a favore di una persona di età superiore a 100 anni”.Così ha scritto la compagnia all’associazione per i diritti dei consumatori, invitando anche la famiglia ad aprire un nuovo protocollo “allegando modulo di subentro, documento di identità, codice fiscale e iban se disponibile di altra persona che possa intestarsi la linea”.

La presidente di Federconsumatori Piacenza, Angela Cordani, si è detta sbalordita dalla risposta del gestore telefonico. “Il 14 maggio abbiamo avuto una risposta ufficiale che ci ha lasciato attoniti”, spiega. Nel testo viene spiegato che la procedura non è stata possibile a causa di un “limite sui nostri sistemi“.
Significa che il sistema informatico non contempla utenti che hanno superato quell’ anno di vita. La vicenda passerà ora all’organo di garanzia Corecom, per aprire un tavolo di conciliazione, anche perché il problema supera il caso singolo della 101enne piacentina: “Il problema riguarda evidentemente tutti coloro che hanno superato il secolo di vita – dice Cordani – Non si escludono richieste di risarcimento danni qualora emergessero profili di discriminazione anagrafica”.

After the death of her husband, a 101-year-old woman attempted to take over her home phone line. A well-known Italian operator, however, deemed her too old to have a phone and prevented her from proceeding with what appeared to be an ordinary application. This happened in Piacenza, according to the newspaper Libertà, where the responsible company justified itself by giving the responsibility for what happened not to an operator, but to the computer system.

The woman, born in 1925, had recently realized with her daughters that the bills were still registered in her deceased husband’s name and also contained an incorrect tax code. This led to her request to regularize the situation, transferring the contract to her name.

A procedure blocked by the telephone operator, so the woman contacted Federconsumatori (Consumer Protection Federation), explaining the situation. “It is not possible to set up a new line for a person over the age of 100.” That’s what the company wrote to the consumer rights association, also inviting the family to open a new protocol “attaching a new line setup form, identification document, tax code, and IBAN if available from another person who could take over the line.”

The president of Federconsumatori Piacenza, Angela Cordani, expressed astonishment at the operator’s response. “On May 14th, we received an official response that left us stunned,” she explains. The text states that the procedure was not possible due to “limitations in our systems.”

This means that the computer system does not include users who have exceeded that age. The matter will now be referred to the Corecom guarantee body to open a mediation table, as the problem goes beyond the case of the 101-year-old woman from Piacenza: “The problem clearly concerns all those who have surpassed the century of life – says Cordani – Compensation claims for discrimination based on age may be excluded if any discriminatory profiling emerges.”
