Ex-President Kabila Set To Make Comeback In The Democratic Republic Of Congo - Axadle | Stay Informed With Horn Of Africa Headlines

Former President Joseph Kabila of the Democratic Republic of Congo announced on April 8 that he would return to the country after six years of silence and one year in exile, citing the worsening security situation in eastern Congo. He had suspended his studies in South Africa in March to focus on the crisis, where the AFC/M23 rebels, now controlling Goma and Bukavu, have been battling government forces for over three years. Kabila, who left office in 2019, accused President Félix Tshisekedi of mishandling the conflict and relying on foreign intervention rather than internal dialogue. Kabila said he had met with various presidents and former presidents in the region as well as Congolese politicians and that he would return to his country through the eastern part, which has been volatile for three decades.  The conflict in eastern DR Congo escalated in January after the AFC/M23 rebels took control of Goma, the capital of North Kivu province, before seizing Bukavu, the capital of South Kivu, in mid-February.

Three Americans who were jailed in the country over their involvement in a coup attempt in May have been transferred to the U.S. where they are expected to serve their prison sentences. The three men were initially handed the death penalty before having their sentences commuted. The Congolese government's decision to transfer the Americans followed high-level talks between officials of both countries, which involved a visit by a senior advisor of U.S. President Donald Trump. The State Department said bringing the Americans home was a "top priority". Meanwhile, the handover comes at a time when DR Congo has asked for more U.S. support in its fight against armed groups in the east of the country in exchange for U.S. access to its valuable minerals.

Escalating Violence In Ituri: Civilians Become The New Target In Eastern DR Congo - Axadle | Stay Informed With Horn Of Africa Headlines

Doctors Without Borders (MSF) has witnessed an increase in atrocities in the eastern Democratic Republic of Congo (DRC)'s Ituri province, where its medical teams are providing care to civilians with horrific injuries. In its new report, "Rising Their Lives to Survive," MSF said that the extreme needs of many communities have been impacted by recent attacks, increased displacement, and reductions in humanitarian assistance. Armed groups and ethnic tensions have fueled decades of conflict, leaving communities with little access to healthcare or food.  In January and February alone, it also reported an intensification of violence against civilians, with attacks leaving more than 200 people dead and dozens injured. Health facilities are also targeted, forcing closures and endangering both patients and medical staff. Sexual violence and food insecurity are rampant, with women and children disproportionately affected. MSF urges armed groups to protect civilians and healthcare access, warning that current aid efforts fall far short of the overwhelming needs.

A research project by the Institute for Security Studies (ISS) has concluded that while there is no direct link between climate change and terrorism in the Sahel, disrupted agricultural production and natural resource scarcity - caused by changing weather patterns - can spark localised intercommunal conflicts when communities compete for access and control of resources.Ã'  "And local conflict offers fertile ground for the establishment of terror groups," writeÃ' Djiby Sow andÃ' Fahiraman Rodrigue Koné,Ã' noting thatÃ' improving local and institutional mechanisms for managing resources and community tensions is "vital to reducing the scope for terrorist groups to exploit vulnerabilities".

The second joint summit of the Eastern African Community (EAC) and South African Development Community (SADC) has appointed an expanded panel to lead peace efforts in the Democratic Republic of Congo after Angola withdrew as a mediator. The new panel includes former Presidents Sahle-Work Zewde (Ethiopia), Catherine Samba-Panza (CAR), Uhuru Kenyatta (Kenya), Olusegun Obasanjo (Nigeria), and Kgalema Motlanthe (South Africa). Former Ethiopian Prime Minister Hailemariam Desalegn has been excluded from the new group. The virtual summit co-chaired by EAC Chairperson President William Ruto of Kenya and SADC Chairperson President Emmerson Mnangagwa of Zimbabwe agreed that a political solution should be supported. Ruto expressed concern over escalating violence in eastern DRC, while Rwanda's Paul Kagame stressed ending injustice and political problems to achieve peace. Angola, previously mediating the Luanda Process, did not participate. The leaders endorsed the EAC-SADC Ministerial meeting outcomes, which outlined a roadmap for stability in the war-torn region, where violence by armed groups, including M23's recent territorial gains, has worsened the humanitarian crisis.
