C’è un numero nel rapporto sulla competitività 2026 dell’Istat sul quale è giusto soffermarsi. Nel 2025 gli acquisti italiani di prodotti farmaceutici dalla Cina sono aumentati del 933,7 per cento. In dodici mesi, le importazioni sono passate da 680 milioni di euro a oltre 7,7 miliardi. La spiegazione tecnica è nota: i dazi americani sulla Cina hanno deviato flussi commerciali verso l’Europa e l’Italia ne ha assorbito una quota rilevante. Ma il problema vero è un altro: cosa significa, in termini di sicurezza di sistema dipendere in misura così da un unico paese fornitore per i princìpi attivi che alimentano la produzione farmaceutica? La risposta è scomoda. La quota della Cina sulle importazioni farmaceutiche italiane è balzata in un anno di 11,6 punti percentuali, raggiungendo il 13,4 per cento del totale. Nello stesso periodo, la quota della Germania si è ridotta di 4,7 punti. Il riequilibrio è avvenuto come effetto collaterale di dinamiche geopolitiche decise altrove, non da una scelta strategica del paese. Il rapporto colloca la farmaceutica tra i settori da monitorare per vulnerabilità strategica. Circa il 60 per cento delle importazioni italiane di prodotti strategici proviene da paesi a rischio politico medio o alto. Paracetamolo, metformina, amoxicillina: molti dei farmaci essenziali dipendono da catene di fornitura che passano per l’Asia. Quando quella catena si inceppa – per una guerra, una crisi geopolitica, per una decisione di Pechino – il problema non è astratto. È il farmaco che manca sullo scaffale, è il paziente cronico che non trova la terapia. La pandemia aveva già mostrato questa fragilità con chiarezza brutale. I lockdown cinesi interruppero forniture in tutto il mondo. Quella lezione avrebbe dovuto tradursi in una strategia di diversificazione. In larga misura, non è accaduto. E il rapporto Istat 2026 certifica che la dipendenza dalla Cina non è diminuita. Ignorare questo campanello d’allarme sarebbe un lusso che il Servizio sanitario nazionale non può permettersi.

There is a number in the 2026 competitiveness report by Istat on which it is right to focus. In 2025, Italian purchases of pharmaceuticals from China increased by 933.7 percent. In twelve months, imports rose from 680 million euros to over 7.7 billion. The technical explanation is known: American tariffs on China have diverted trade flows towards Europe and Italy has absorbed a significant share. But the real problem is another: what does it mean in terms of system security to depend so heavily on a single supplier for the active ingredients that fuel pharmaceutical production? The answer is uncomfortable. The share of China on Italian pharmaceutical imports jumped by 11.6 percentage points in one year, reaching 13.4 percent of the total. During the same period, the share of Germany decreased by 4.7 percentage points. The rebalancing occurred as a side effect of geopolitical dynamics decided elsewhere, not as a strategic choice of the country. The report places the pharmaceutical sector among those to be monitored for strategic vulnerability. About 60 percent of Italian imports of strategic products come from countries with medium or high political risk. Paracetamol, metformin, amoxicillin: many essential medicines depend on supply chains that pass through Asia. When that chain gets stuck – for a war, a geopolitical crisis, or a decision by Beijing – the problem is not abstract. It's the drug that's missing from the shelf, it’s the chronic patient who doesn’t find their therapy. The pandemic had already shown this fragility with brutal clarity. Chinese lockdowns disrupted supplies around the world. That lesson should have translated into a diversification strategy. Largely, it didn't. And the Istat 2026 report certifies that dependence on China has not decreased. Ignoring this alarm bell would be a luxury that the National Health Service cannot afford.
