Betteridge's Law of Headlines says that answer should be no. In this case, it's actually a bit different: the Trudeau ministry broke the old #immigration system, and it seems that a new consensus has developed that it needs to be fixed.
For instance, I just finished listening to the #PaikinPodcast discussion with @justinling.ca . Mr. Ling consistently refers to "America".
