According to her lawsuit, Payne had been following the officers’ orders while “voicing her objection to the treatment of a fellow protester” to two of the officers. Then, a third officer stepped toward Payne and sprayed her directly in the face.

Payne later told OPB in a December interview that the officer had told her to “step back,” to which she replied, “I’m exactly where you told me to be.”

The officer then counted aloud, “one, two,” before spraying the orange chemical irritant.

Two people who were hired to gather signatures for a Portland ballot initiative that would use clean energy funds to hire police say they were trained to mislead the public about the proposal. If true, the conduct would violate state elections rules, and could spell trouble for the petitioners and the company hired to lead the signature-gathering campaign.

Representative Maxine Dexter has a lot of questions. Why were all of the pregnant, unaccompanied minors in the US rounded up and sent to San Benito, a tiny town on the Texas border with Mexico? Are they given appropriate medical care, given their high-risk conditions and Texas’s abortion ban? And most importantly: where are the girls – and their infants – now?

Dexter, a Democratic congresswoman from Oregon and a former critical care physician – one of the few doctors now serving in Congress – detailed these questions in an 8 May letter to refugee and health officials after visiting the San Benito facility and, she said, being blocked from speaking with any of the children. She still hasn’t gotten answers.

In addition to prohibiting all police from wearing facial coverings and requiring them to have visible identification, the legislation—which Kanal began crafting last September—also instructs city police officers to verify the identity of other law enforcement officers if it’s unclear whether someone is a sworn agent or what agency they work for. The new ordinance also requires local police to document those encounters, as a tool for logging how frequently other law enforcement agencies aren’t cooperating with local rules, and to track where other agencies are operating.
