I believe you've gotten to the crux of the matter: stressed and underfunded, a situation brought about by the #Quebec government, which can be resolved by that same government, yet chooses not to.
Addressing it would first require the #CAQ to admit they have their priorities wrong, and that's not likely to happen. Priorities should be #Health and #Education, not #Language and #Immigration
