Here's a great idea for the North of England; a tap-in/tap-out arrangement across a range of transport networks, with fares caped at the cheaper level available for users.

One of the key issues across the North of England is transport (availability & price!)... if this raised use & thus demand for services (while capping costs) this would be an excellent benefit for the region's economies.

Lets hope this gets somewhere....
