I strongly suspect that, if the #army weren't prioritised above & beyond the #civilian #population, the latter's plight wouldn't be so dire. I further suspect that the sheer #incompetence & #corruption of the #communist #regime has a great deal to do with this.

The country's state-run news has said much of the country has been hit by an unusually severe drought. The largely isolated country, with a population of over 26 million, was already facing food shortages.
