On the ground, support units from various parts of Japan were working frantically to put out the sparks of glowing embers. But the slightest breeze would start them smoldering again, and burned acreage just kept growing.

Back in 2011, Otsuchi was hit by the tsunami of the Great East Japan Earthquake as well as the fire that ensued.

This past week must have felt to the residents as if they were reliving that harrowing memory.
