Poor people in ponchos in the foreground, upstaged by Niagara Falls in the background. This was on the observation deck at the end of "The Tunnel" that once discharged the water from the river above that drove the turbines of the power station. The ponchos barely keep people from getting pretty wet by the spray from the waterfall.
