The commentator mentioned that this is an extract from the Operetta Eine Nacht in Venedig (a night in Venice) and specifically the song “Nacht sind die Katzen ja grau, nachts tönt es zärtlich Miau!” (At night, the cats are grey, at night "meow" they tenderly say!) and that contemporaneous listeners of this song would Meow at the appropriate points in the song.
