The problem with the Electoral College: right now either candidate would happily trade five votes in a safe state for one in Arizona, Nevada, etc. Some voters are more important than others. That's not how democracy should work.

It has been enacted into law by 17 states and DC with 209 electoral votes (Status in the states). It needs an additional 61 electoral votes to go into effect.
