Europe: A Power in Search of Itself

Is the European Union redefining itself, or is it simply getting lost in an arms race beyond its control?

We are at a turning point: Europe is shifting toward a more military, more strategic political project… yet paradoxically, it remains just as dependent as before. €800 billion has been allocated to rearmament without real democratic debate, and a significant portion of this budget will go directly to American industries.

Few media outlets address this head-on: is this massive militarization pushing Europe toward a security-driven identity at the expense of its democratic and social principles?

- The Paradox of Sovereignty
Europe wants to protect itself, but how can we talk about sovereignty when our weapons come from across the Atlantic? As Jürgen Habermas pointed out, the EU was built on technocratic governance, often disconnected from democratic debate. This decision is a clear illustration of that: European citizens had no say in it.

- War as a Political Project?
Carl Schmitt reminds us that states define themselves by designating an enemy. Today, Russia plays that role for the EU, justifying massive militarization. But can a political entity define itself solely through opposition to an external threat?

History shows that great powers emerge through inclusive strategic choices, not just through fear and military escalation. By reinforcing an opaque security model, Europe risks drifting away from its founding ideals.

- Europe in a Permanent State of Exception?
In State of Exception, Giorgio Agamben explains how crises are used to extend emergency policies. One might think that Europe is building an independent defense force, but in reality, it is institutionalizing fear as a development strategy.

Does this militarization truly protect us, or does it lock us into an escalating cycle of tensions?

Far from being a step toward independence, this massive arms buildup rests on three illusions:

The illusion of sovereignty → By funding our dependence on the U.S., we are not gaining autonomy.
The illusion of democratic legitimacy "No public consultation, no meaningful debate."
The illusion of peace through strength → More weapons have never guaranteed long-term stability.

So, does Europe genuinely aspire to be an independent power, or is it content to serve as NATO’s strategic outpost on the continent?

Est-ce que quelqu'un a lu le dernier bouquin de Nancy Fraser, Cannibal Capitalism:How our System is Devouring Democracy, Care, and the Planet – and What We Can Do About It (publié chez la meilleure d'édition du monde : Verso 😍 en 2022) ?
Elle l'a écrit juste avant la pandémie (la conclusion propose d'ailleurs une vision assez décapante de l'épisode)

J'ai avalé l'intro et les 30 dernières pages hier. Rien de neuf pour moi (qui suis gavé de "critical studies") mais j'en conseillerai vivement la lecture à celles et ceux qui cherchent une synthèse de l' "horreur capitaliste", et qui veulent comprendre comment les angles d'approche contemporains (féministes, "racial studies", écologiques ou décoloniaux) permettent de penser le capitalisme comme système social (pas seulement économique).

Plus discutable de mon point de vue la conception du socialisme "revisité/élargi" qu'elle propose comme utopie post-capitaliste. Ce n'est pas le tableau qu'elle dresse qui me dérange - au contraire - mais ce recours répété à un "we" (un "nous") censé porter un projet d'avenir. Je ne suis pas sûr qu'on puisse dire de la grande philosophe américaine qu'elle soit particulièrement optimiste, mais je crains que ce "we" n'existe tout simplement pas - cette opposition frontale sur laquelle repose son oeuvre, entre la société (aliénée) et le capitalisme (les capitalistes), me paraît devoir être largement mis à l'épreuve de ce que j'appelle "notre capitalisme intime", ou ce que les "affectives studies" dévoilent de notre attachement "plus ou moins" conscient au système capitaliste (à commencer par notre dépendance matérielle). Et l'autre aspect concernant la "réalisation" d'un projet socialiste qui me paraît buter violemment (et se fracasser) sur la réalité, c'est que d'une part, plusieurs milliards d'humains vivent dans des systèmes absolument pas démocratiques (ce qui n'augure pas très bien de l'extension de ce "we"), et que, d'autre part, même dans les pays (plus ou moins) démocratiques, il semble qu'une majorité de la population n'aspirent absolument pas au socialisme, et, au contraire, sont prêt à défendre la "société capitaliste" (reprenant la formule de GW Bush : "notre mode de vie n'est pas négociable") jusqu'à approuver (et réclamer) le renforcement des politiques racistes déjà en vigueur. Et là, on ne voit pas très bien ce qui reste de ce "we" dont elle espère tant.

Le livre n'a pas été traduit en français à ma connaissance (les bouquins de Fraser l'étant assez régulièrement, ça viendra peut-être ?)
