For the last five months, the Senate hearings on Islamophobia have featured testimony about systemic discrimination in the Canada Revenue Agency’s auditing practices of Canadian Muslim charities. In a healthy democracy, such revelations should cause public outrage and spur urgent corrective action by government. Neither is likely to occur, say lawyers Faisal Kutty and Faisal Bhabha.

The Taxpayers' Ombudsman released his long-awaited report on racism and Islamophobia at the Canada Revenue Agency (CRA).
It tells us we have a problem.
The Ombudsman was not able to get everything he needed to conduct a thorough review of the CRA and its practice targeting particular communities.
This is alarming.
The CRA is not transparent.
It did not release everything needed for the Ombudsman to do his job.

Under Layered Suspicion identifies potential structural biases and prejudicial policies that influence the Canada Revenue Agency’s (CRA) selection of Muslim-led charities for audit, the practices within those audits, and their findings.

the Taxpayers' Ombudsman expressed his concerns to the Senate Committee on Human Rights that the review he was tasked with will have major gaps and that he would be unable to ascertain all sides of the story because of a lack of access to the files from the CRA.
What does that mean?
