But Monbiot omits how the legal framework drives the crisis. High taxes on regulated landfill create a massive financial incentive to dump illegally, which can be countered only by strict enforcement. But enforcement is negligible.

The result is that curent framework is significantly worse than total deregulation. Landfill taxes are a great principle, but only if enforced.
