Fear of “non-nuclear ICBMs” — the so-called “Oreshniks” — isn’t about raw explosive yield. It’s about speed, uncertainty, and pressure.

On pure physics, the critique is fair: a conventional payload of ~100 kg simply doesn’t match the destructive scale of systems like Iskander or heavy cruise missiles (500–1000 kg warheads). The blast footprint is smaller. But that’s where the simple math ends.

**1. Interception: effectively a losing game**
Terminal speeds of ~2–3 km/s turn the target into something most tactical air defenses can’t realistically handle. This isn’t a drone or a cruise missile — it’s a ballistic object coming down from near-space. If it’s inbound, it’s likely getting through.

**2. Not surface damage — deep penetration**
High velocity converts into penetration. Instead of detonating on the surface, the payload punches through structures and transfers energy (or detonates) inside. For hardened targets — bunkers, command posts — that’s a different threat profile.

**3. The real trigger: uncertainty**
Any ICBM is, by default, a nuclear delivery system. Early warning systems don’t read payload labels. The trajectory looks identical to the opening phase of a nuclear strike. Every launch forces worst-case assumptions — and compresses decision time to minutes.

**4. Psychological payload**
This is as much about signaling as it is about impact. Demonstrating reach, raising stakes, shaping perception — both externally and domestically. From a cost-effectiveness standpoint, using a strategic missile to deliver a conventional payload is questionable. From a psychological standpoint, it’s highly efficient.

**Bottom line**
A non-nuclear ICBM isn’t a tool for mass destruction — it’s a tool for guaranteed delivery, hardened target defeat, and strategic pressure. Expensive, precise, and designed to keep everyone on edge.
