The details of the interaction are not made clear... but at some point, police were face-to-face with him, and his cosplay was believable enough to fool even them.
EDIT: Police found a "manifesto" in his car, naming multiple Democratic politicians, as well as #Abortion providers and pro-choice #AbortionRights activists. The shootings were done in the middle of the night, when darkness made it hard to identify if he was a real police officer or not.

The shooter has been identified.
He is 57-year-old #VanceLutherBoelter who worked on Gov. Tim Walz' non-partisan "Workforce Development Board" in 2019. His term expired in 2023, and his last known job was as "Director of Security Patrols" for an armed security company he owns, called "Praetorian Guard Services."

Police saw him up close, and were fooled by his appearance. Some reports claim he left a company ID badge at the scene. His company claims international security experience in many countries.
He is still on the loose.

Authorities are searching for a man suspected of shooting two Minnesota lawmakers. Authorities have identified him as 57-year-old Vance Boelter, of Green Isle. Melissa Hortman, a former Minnesota House Speaker, and her husband were fatally shot early Saturday in their Brooklyn Park home. A second state lawmaker, Sen. John Hoffman, and his wife were shot multiple times in nearby Champlin. They remain hospitalized. Gov. Tim Walz has called it “a politically motivated assassination” and ordered flags flown at half-staff. The FBI has issued a reward of up to $50,000 for information leading to Boelter's arrest and conviction.
