Now that I've slept on it and looked back at the slides, I see the problem. MassDOT considered fewer lanes (1st pic, items 7, 12) but they list an unbreakable constraint "Equal or better intersection Level of Service" (2nd pic).

The overpass is overbuilt today. If you require it to fit as many cars, of course you'll get a highway off ramp again!

For those interested in #Boston area traffic, and might be coming back late from something on Saturday, #MassDOT has announced that the ramp from Routes 128 (aka I-95) and 30 to the eastbound Turnpike Extension (aka I-90) will be closed starting 10 p.m. on the 19th, through the early morning hours, to shift the ramp traffic onto the new bridge over the Charles River that has been constructed over the past year. Detour route is to take the Pike west and turn around at the State Police overpass.
