Iran changes its name but doesn't abandon tolls for Hormuz: “The services provided by us and by Oman involve costs.”
Teheran is adding further conditions to the ceasefire agreement with the US, compared to those made known on Sunday. The Iranian government doesn’t explicitly state that if they aren’t met, everything will fall through, but the impression is that it’s an underlying assumption. At the center of it all is the Strait of Hormuz: the spokesman for the Iranian Foreign Ministry, Esmail Baghaei, during a briefing said that Iran does not intend “to collect tolls in the Strait,” but that “the efforts made by Iran and Oman to draft a protocol for the safe passage of ships constitute a responsible measure” and “it is natural that the services provided as part of this process, as well as efforts to protect the environment, will entail costs.”
The contested toll that the country has introduced by law comes out of the window under another name. “Services” for passage. The spokesman did not by chance said that precision is needed in the use of terminology. And immediately after he confirmed that it is up to Iran and Oman to formulate the mechanism for safe passage.
The reopening of the strait, if the condition is accepted by Washington, is still on the horizon. First it will need to be discredited. If things go right, London and Paris would immediately activate the peacekeeping mission in the strait, which would also have the hoped-for effect of calming tensions between the US and NATO allies ahead of the Ankara Alliance summit. France would be ready to start with very short times, more than other partners.
It appears clear that the idea of using the EU Aspides mission for operations in the strait is becoming increasingly unlikely, at least in the immediate term: the times would be long, many member states do not possess extensive fleets (so they cannot allocate ships to both missions) and the conditions in the Bab-el-Mandeb Strait, given the alignment of the Houthis with Iran, would require not lowering the guard. In recent days, the idea of a role for NATO has emerged. Secretary General Mark Rutte confirmed that “informal discussions” are underway on the matter, as certain countries want to use the trick to show Donald Trump that NATO is not a “paper tiger.”
Paris, however, is opposed – the idea is to involve extra-European partners, who would have problems operating with a NATO hat – and Turkey is also rowing against. However, a possible “coordination” action between the various actors – the US and the Willing – could be exploited, using the Alliance’s infrastructure.
At the moment, the two warships of the Italian Navy, which left the port of Augusta on May 15th and could intervene in a consolidated truce, are anchored at the port of Safaga in Egypt. It would still require an international mandate and the approval of Parliament.
