You might say we are playing loose with "music" here, but this is a fairly unique sound for both Mario and video games in general in the 90s. 2D games rarely used sound effects as their sole music, probably because they lacked the fidelity to make convincing natural environments. In Mario 64, the courtyard is one of the safest places (at first...). Having natural sounds gives the player an implicit "go on, explore" directive. Moving in 3D, using an analog stick and all that was still so new that simply moving around in this space with no objective was fun.
This courtyard was the first area I saw of Mario 64. I vividly remember seeing it on a demo kiosk at a Blockbuster. I grabbed the controller by the outside sides and confused that I couldn't walk with the D pad. That is how you walked in games! I did a weird reach over to get to the stick before figuring out if was supposed to hold the controller from the middle.
Mario 64 had places like this courtyard for exactly the case above. The relaxing sounds tell the player that there is no danger, no timer; just play around.
