Roma, 21 mag. - (Adnkronos) - “Abbiamo individuato un modello operativo per la città di Caivano, che ha conosciuto un finanziamento complessivo di 54 milioni di euro e una serie di realizzazioni che hanno cambiato il volto della città, soprattutto rivolgendosi ai bambini e agli adolescenti”. Lo ha detto Alfredo Mantovano, sottosegretario alla Presidenza del Consiglio, intervenendo a Impossibile 2026, la biennale dedicata ai diritti dell'infanzia e dell'adolescenza promossa da Save the Children Italia all'Acquario Romano di Roma sul tema 'Investire nelle periferie, investire nell'infanzia'. Mantovano ha spiegato che il progetto realizzato a Caivano ha previsto “un centro sportivo con 44 differenti discipline”, oltre alla realizzazione di “biblioteche, spazi verdi, presenza del polo universitario” e di “una rete di trasporti certamente più efficiente rispetto al passato”.
Secondo il sottosegretario, il modello di intervento “vede la partecipazione congiunta del governo nazionale, della Regione, degli enti locali e soprattutto del mondo dell'associazionismo” ed è stato esteso ad altre realtà caratterizzate da forte disagio sociale. “Adesso vede un'operatività in altre otto aree riconosciute come di notevole disagio sociale, sei al Sud, una a Roma e una al Nord”, ha affermato, precisando che “in ciascuna di queste aree sono già in corso gli interventi e alcuni sono stati già realizzati”. Mantovano ha quindi collegato il 'modello Caivano' anche al piano periferie operativo dal 2023. “Questo modello è a disposizione di tutti i Comuni d'Italia, oltre che per le risorse finanziarie, soprattutto per la possibilità di andare in deroga”, ha spiegato.
“Il piano per le periferie operativo nel 2023 pone a disposizione dei Comuni 2 miliardi di euro e 1 miliardo e 100 milioni sono già completamente impegnati da parte degli enti locali - ha aggiunto - È ovvio che si può fare di più e meglio, però ciò che è in corso ha il pregio di raggiungere velocemente gli obiettivi, di offrire opportunità di svago sano e che puntano alla crescita e di coinvolgere tutti i soggetti interessati, nessuno dei quali si può sentire espulso”, ha concluso.

Rome, May 21 – (Adnkronos) – “We have identified an operational model for the city of Caivano, which involved a total funding of 54 million euros and a series of achievements that have changed the face of the city, especially by addressing the needs of children and adolescents.” This was said by Alfredo Mantovano, Undersecretary of the Prime Minister’s Office, speaking at Impossibile 2026, the biennial dedicated to children's and adolescents' rights promoted by Save the Children Italia at the Roman Aquarium on the theme ‘Investing in the Peripheries, Investing in Childhood’. Mantovano explained that the project implemented in Caivano provided “a sports center with 44 different disciplines,” as well as the realization of “libraries, green spaces, the presence of the university campus” and “a transportation network certainly more efficient than in the past.”
According to the Undersecretary, the intervention model “sees the joint participation of the national government, the Region, local authorities and especially the world of associations” and has been extended to other realities characterized by strong social distress. “Now you see operational activity in another eight areas recognized as of significant social distress, six in the South, one in Rome and one in the North,” he stated, specifying that “interventions are already underway in each of these areas and some have already been realized.” Mantovano then linked the ‘Caivano model’ also to the operating periphery plan since 2023. “This model is available to all Italian municipalities, in addition to financial resources, especially for the possibility of deviation,” he explained.
“The plan for the peripheries, operational in 2023, makes 2 billion euros available to municipalities and 1 billion and 100 million are already fully committed by local authorities – he added – It is obvious that more and better can be done, however, what is currently underway has the advantage of quickly achieving targets, offering opportunities for healthy leisure and that point to growth and involving all interested parties, none of whom can feel excluded,” he concluded.
