I don't really like Bicycle Network. They're a bit lycra heavy. They're a big representative of existing cyclists but not future cyclists so there is a big selection bias in this survey.
Ranking 'motorist behaviour' above 'bike riding infrastructure' tells you a lot about who is answering the survey and the conditions they think are appropriate for cycling.
Asking people that choose to wear a helmet to ride a bicycle whether the helmet discourages them from riding is pretty silly.
It's obvious that helmets discourage people from riding, you just have to watch how many people on rental scooters and bikes wear the helmets.
