U.S. Citizenship and Immigration Services today announced a new policy memo reiterating the fact that, consistent with long-standing immigration law and immigration court decisions, aliens seeking adjustment of status must do so through consular processing via the Department of State outside of the country.

Officers are directed to consider all relevant factors and information on a case-by-case basis when determining whether an alien warrants this extraordinary form of relief.

“We’re returning to the original intent of the law to ensure aliens navigate our nation’s immigration system properly. From now on, an alien who is in the U.S. temporarily and wants a Green Card must return to their home country to apply, except in extraordinary circumstances. This policy allows our immigration system to function as the law intended instead of incentivizing loopholes. When aliens apply from their home country, it reduces the need to find and remove those who decide to slip into the shadows and remain in the U.S. illegally after being denied residency,” said USCIS Spokesman Zach Kahler.

Nonimmigrants, like students, temporary workers, or people on tourist visas, come to the U.S. for a short time and for a specific purpose. Our system is designed for them to leave when their visit is over. Their visit should not function as the first step in the Green Card process. Following the law allows the majority of these cases to be handled by the State Department at U.S. consular offices abroad and frees up limited USCIS resources to focus on processing other cases that fall under its purview, including visas for victims of violent crime and human trafficking, naturalization applications, and other priorities. The law was written this way for a reason, and despite the fact that it has been ignored for years, following it will help make our system fairer and more efficient.

Economy Of Japan Grows 2.1% In 1st Quarter Of 2026

Thanks to the recovery in exports and private consumption, the economy of Japan grew by 2.1% in the first quarter this year, according to a Kyodo News report. Still, there will be challenges ahead for the Japanese economy as the nation is still dependent on the Middle East for its crude oil needs and there is the possibility that the Islamic terrorist regime of Iran could start a new series of conflicts in the said region.

Japan’s economy grew an annualized real 2.1 percent in the January-March period, marking the second straight quarterly expansion, led by a recovery in exports and private consumption, government data showed Tuesday, with the full impact of the Middle East conflict yet to be felt.

In the first quarter of 2026, gross domestic product adjusted for inflation increased 0.5 percent from the October-December period, the Cabinet Office said in its preliminary report, beating market expectations. GDP is the total value of goods and services produced in a country.

Economists polled by the Japan Center for Economic Research had forecast an annualized real expansion of 1.56 percent while expecting growth to slow to 0.45 percent in the April-June quarter, amid concern that the Middle East crisis and surging crude oil prices will weigh on corporate profits and consumer spending.

In the January-March period, private consumption, which accounts for more than half of the economy, grew 0.3 percent, rising for the fifth straight quarter, helped by strong demand for clothing and a boost in spending at restaurants, an official said.

Spending was also underpinned by state subsidies for gas and electricity bills and solid wage growth, as rising earnings saw companies move to attract and retain talent, economists said.

But with data showing a rapid deterioration in consumer sentiment due to the Middle East conflict, its impact on private consumption warrants close attention, another government official said.

In the January-March period, exports rose 1.7 percent from the October-December quarter on a recovery in auto shipments bound for the U.S. market and strong demand for machinery and electrical devices for industrial purposes. Imports edged up 0.5 percent.

Economists said shipments to the world’s largest economy have been recovering due to receding uncertainty over U.S. tariff policy following a bilateral deal struck last year.

Business investment rose 0.3 percent from the previous quarter, with increased expenditure for research and development on the back of robust corporate profits and for general-purpose machinery and electric lighting fixtures, the first official said.

She said the impact on the data of the Middle East conflict, triggered by U.S.-Israeli attacks on Iran that began in late February, was unclear.

Prolonged tensions in the Middle East could affect imports of crude oil and petroleum products such as naphtha and hit exports bound for the region, economists said.

GDP was dampened 0.1 percentage point by a reduction in private inventories, apparently due to the government’s decision to release oil from stockpiles, starting with those held by the private sector.

Japan’s heavy reliance on oil imports from the Middle East makes the country vulnerable to the effective closure of the Strait of Hormuz, a key shipping artery, with surging oil prices feared to drive up inflation.

Prime Minister Sanae Takaichi said Monday the government will consider compiling a supplementary budget for fiscal 2026 to ease the impact of elevated crude oil prices.

The United States Embassy delegation for the Luzon Economic Corridor Steering Committee visited this premier Freeport on May 13, 2026, seeking to create more investment opportunities.

US Ambassador Heather Variava, Senior Advisor for Economic, Energy, and Business Affairs, and Head of Delegation for the committee, together with several representatives of the US economic team, arrived here as part of the mission to work on US-Philippines growth through a series of coordination with government officials and business leaders.

America Approves $150 Million Sale Of Bell 505 Jet Ranger X Helicopters To The Philippines

The United States approved a possible $150 million sale of Bell 505 Jet Ranger X helicopters to the Philippines, a move seen to strengthen Manila’s pilot training capability and support its military modernization program.

In a statement Tuesday, May 5, the US Department of State said it had “made a determination approving a possible Foreign Military Sale to the Government of the Philippines of Bell 505 Jet Ranger X Helicopters and related equipment” with an estimated total cost of $150 million.

The package included aircraft, spare parts, and training support, and it covered main and tail rotor blades, full-length trainer shoes, and pilot training for 22 personnel. The training would include ground and flight instruction, left seat orientation, and Instrument Meteorological Conditions and Helicopter Upset Recovery.

The deal also involved maintenance training for six students and specialized courses covering the Bell 505 Maintenance Officer Course, field maintenance, integrated avionics, component maintenance, and Safran engine training for 22 trainees.

The proposed acquisition also included Bell 505 Veris flight simulators, a five-year Integrated Logistics Support package, and one year of on-site field and logistics support representatives.

The US said the sale would “support the foreign policy and national security of the United States by helping to improve the security of a treaty Ally that continues to be an important partner for political stability, peace, and economic progress in the Southeast Asia.”

It added that the helicopters would address gaps in rotary-wing training.

“The proposed sale will improve the Philippines’ capability to meet current and future threats by addressing aircraft competency gaps in operating rotary wing aircraft,” the statement said.

The US also noted the aircraft would help prepare pilots for more advanced platforms.

This enhanced capability will facilitate the smooth transition for pilots to more complex rotary aircraft within the Armed Forces Philippines, and it is a cost-effective solution for developing rotary wing pilots,” it stressed.

The principal contractor for the deal would be Bell Textron Inc. based in Fort Worth, Texas.

The approval came as defense ties between Manila and Washington continued to deepen. Forces from the two nations are training in Manila until May 8 under the auspices of the Exercise Balikatan, featuring top-level military equipment.

It also followed an earlier US approval of a $5.58 billion sale of 20 F-16 fighter jets to the Philippines. The proposal, cleared in 2025, covered F-16C/D Block 70/72 aircraft along with weapons and support systems.

The Department of National Defense (DND) and Armed Forces of the Philippines (AFP) had acknowledged the offer but did not immediately proceed with the purchase due to budget constraints.

DND Secretary Gilberto Teodoro Jr. said the country needed full funding to acquire a “minimum impact” fleet of multi-role fighter (MRF) jets under the Armed Forces modernization program, warning against partial purchases that could weaken capability and drive up costs.

He said the DND planned to acquire at least 40 jets for the Philippine Air Force but stressed that even this number remained limited compared with other countries, citing Ukraine’s planned 150 jets, Canada’s 200, and Thailand’s 50.

Teodoro warned that without sufficient congressional funding, the long-delayed multi-role fighter project could stall. He added that staggered buying would make prices “triple” over time.

The United States Embassy in Manila on Friday issued a security alert for its citizens in the Philippines following the deaths of two Americans in a reported clash in Toboso, Negros Occidental.

In the security alert, the US embassy flagged as “areas of heightened concern” the rural and mountainous parts of Leyte, Mindoro, Negros, and Samar.

We advise Americans in the Philippines and around the world to abide by local laws and to avoid situations with elevated security risk,” the embassy said.

Two US citizens were among those 19 killed in the operation of the Philippine Army against alleged New People’s Army (NPA) members in Barangay Salamanca on April 19.

The embassy informed its citizens that the NPA is designated a foreign terrorist organization by the US and Philippine governments.

Anyone in proximity of NPA elements is at grave risk of arrest, injury, or death. Foreign terrorist organizations actively recruit Americans to participate directly in terrorist activities and/or provide financial support,” it said.

The US embassy urged Americans in the Philippines and worldwide to follow local laws and avoid situations with heightened security risks.

US citizens are also advised not to affiliate with insurgent or terrorist groups and to immediately leave areas where armed individuals not linked to police or military forces are present. It also cautioned that some non-governmental organizations may have ties to armed groups

Americans planning humanitarian work were encouraged to coordinate with organizations registered with the Philippines National Volunteer Service Coordinating Agency and local government units to ensure safety and proper documentation.

American Oil Arrives In Japan

For the first time since the United States and Israel started their joint military operations against the Islamic terrorist regime of Iran, a tanker carrying American oil arrived in Japan, according to a news report by Kyodo News.

It should be noted that Japan imports over 90% of oil from the Middle East and the government also released some of its oil reserves. As such, importing oil from other destinations is crucial for the Japanese. US President Donald Trump already told the international community to buy oil from America.

A tanker carrying U.S. oil arrived in Japan on Sunday, marking the first such shipment from the United States since the Iran war began in late February.

According to Cosmo Energy Holdings Co. that procured the crude oil from the United States, the tanker, which arrived in Tokyo Bay, transported 145,000 kiloliters, equivalent to half a day of domestic consumption.

The U.S.-Israeli conflict with Iran has led to the effective closure of the Strait of Hormuz, a key artery for global energy shipments. Japan relies on the Middle East for more than 90 percent of its crude oil imports, most of which pass through the strait.

The tanker departed Texas on March 22 and transited the Panama Canal, which can accommodate smaller vessels.

The Japanese government and oil wholesalers have been trying to secure oil from alternative routes to bypass the Strait of Hormuz.

New Clark City To Host AI Hub Under Pax Silica

The New Clark City in Tarlac will host an industrial hub centered on artificial intelligence (AI) innovation and investments on a 1,618-hectare property.

This development comes as the Philippines formally joins the Pax Silica Declaration, a United States-led initiative that seeks to build a secure, resilient, and innovation-driven silicon supply chain covering critical minerals, semiconductors, AI, and advanced manufacturing.

By joining Pax Silica, the Philippines is ensuring that our mineral resources and strategic location are not simply supporting global industries from the margins, but are actively harnessed to build the industries of the future,” Finance Secretary Frederick Go said in a statement on Monday.

The country’s participation in this initiative signals its intent to play a more active role in the rapidly evolving AI and semiconductor landscape.

This is in sync with the Marcos administration’s target of establishing the Philippines as a regional AI powerhouse under the National AI Strategy Roadmap.

Strategically located within the Luzon Economic Corridor, the Coordination Office is the first of its kind to be established under Pax Silica. It is being designated as a “Golden Node,” a new model for AI-native investment acceleration hubs.

The Golden Node is not about recreating the factories of the last century. It is about building the manufacturing ecosystems of the next century – AI-native from day one, anchored in the rule of law, and integrated into a network of trusted nations that will define global supply chain resilience for decades to come,” US Undersecretary of State for Economic Affairs Jacob Helberg said in a separate statement.

New Clark City as next AI hub – Bases Conversion and Development Authority President and Chief Executive Officer Joshua Bingcang said this development places New Clark City at the center of a pivotal transformation, one that will shape a more innovative, inclusive, and future-ready Philippines.

“By establishing this Golden Node, we stand to position New Clark City as a vital link in the global supply chain for advanced technologies and next-generation manufacturing. On the ground, this will translate into more quality job opportunities for Filipinos and greater participation of local enterprises in the growing innovation-driven economy across the globe,” he said.

The BCDA will extend a two-year grace period on lease payments, which will be treated as an unconditional in-kind contribution to support the development of economic cooperation initiatives between the two countries.

Initially referred to as Clark Green City, New Clark City was planned, designed and founded by the Bases Conversion Development Authority (BCDA). It has an area of more than 23,000 acres and is designed to accommodate over a million people. The NCC’s formal groundbreaking happened on April 11, 2016.
