I think of this as the "hassle the anglos" strategy: the #CAQ would periodically show how much they cared about protecting French by creating new difficulties for anglo-Quebeckers.
As if the presence of #McGill in #Montréal, for instance, isn't an advantage for Quebeckers overall...
