So it is obvious that Americans are held jointly responsible for this disaster.

For years black students nationwide were zoned away from nearby white schools and forced to walk long distances or ride buses across town to attend segregated, underfunded Black schools, even when a closer school sat just blocks from home. Many whites were outraged following federal desegregation orders after Brown v. Board of Education, officials introduced a “1 mile or less” rule. If a Black student lived within one mile of a previously all-white school, they could attend that closer school instead of being sent miles away. The backlash was immediate. White parents organized protests and boycotts. Some withdrew their children from public schools altogether. Private academies saw enrollment surge. Public meetings turned heated.
