(Adnkronos) - Dopo la spettacolare rapina a Napoli, nella sede del Crédit Agricole, in molti si sono chiesti perché il Gis, Gruppo di intervento speciale dei Carabinieri, specializzato in questo tipo di operazioni, abbia sede a Livorno e debba, in caso di emergenza, partire da lì.
Le ragioni sono principalmente storiche e operative, legate alla presenza del 1° Reggimento Carabinieri Paracadutisti "Tuscania" nella stessa città.
Il GIS fu costituito il 18 ottobre 1977 per volontà di Francesco Cossiga, all'epoca ministro dell'Interno, in piena emergenza terroristica. Erano gli anni in cui le Brigate Rosse moltiplicavano attacchi contro politici, magistrati e forze dell'ordine, con il picco massimo proprio tra il 1977 e il 1980. L'Italia non disponeva di un reparto specializzato nel contrasto al terrorismo e nella gestione di sequestri di persona con ostaggi.
Cossiga stabilì che il personale del nuovo reparto dovesse essere tratto dal Battaglione Carabinieri Paracadutisti "Tuscania", già stanziato a Livorno, perché considerato il più addestrato per interventi ad alto rischio, anche in presenza di ostaggi. Servivano uomini pronti a operazioni chirurgiche e ad alto rischio. Il modello operativo era quello delle forze speciali tedesche del GSG-9, create dopo la strage di Monaco del 1972.
Ancora oggi la selezione degli aspiranti GIS parte dal "Tuscania", e il reparto ha sede nella stessa caserma Vannucci di Livorno. Questo legame organico ha reso naturale mantenere la collocazione geografica nel tempo.
Il Gis è inquadrato nella 2ª Brigata Mobile Carabinieri e dipende per l'impiego dal Comando Generale dell'Arma. Per le operazioni all'estero, risponde invece al Cofs (Comando Interforze per le Operazioni delle Forze Speciali), con sede a Roma-Centocelle.
Why does the Gis have its headquarters in Livorno? From the BRs to the Naples robbery
(Adnkronos) - Following the spectacular robbery in Naples, at the Crédit Agricole headquarters, many have wondered why the GIS, the Carabinieri Special Intervention Group, specialized in this type of operation, is based in Livorno and must, in case of emergency, depart from there.
The reasons are primarily historical and operational, linked to the presence of the 1st Regiment of Carabinieri Paratroopers "Tuscania" in the same city.
The GIS was established on October 18, 1977, at the behest of Francesco Cossiga, then Minister of the Interior, during a full-blown terrorist emergency. These were the years when the Red Brigades multiplied attacks against politicians, judges, and law enforcement, with the peak occurring between 1977 and 1980. Italy did not have a specialized unit in combating terrorism and managing hostage-taking situations.
Cossiga established that the personnel of the new unit should be drawn from the "Tuscania" Battalion of Carabinieri Paratroopers, already stationed in Livorno, as it was considered the most trained for high-risk interventions, even with hostages present. Men were needed ready for surgical operations and high-risk missions. The operational model was that of the German Special Forces’ GSG-9, created after the Munich massacre of 1972.
Even today, the selection of aspiring GIS personnel begins with the "Tuscania," and the unit is based in the same Vannucci barracks in Livorno. This organic link has made it natural to maintain the geographical location over time.
The GIS is part of the 2nd Mobile Carabinieri Brigade and is dependent on the General Command of the Armed Forces for deployment. For operations abroad, it instead responds to Cofs (Command Interforces for Operations of Special Forces), based in Rome-Centocelle.
