On KittyOS (name tentative), "side loading" won't be an issue. You can install any app, module or script you want, and you can even write your own, without needing a PC, directly on any device running KittyOS. And you can share your creations as a file, without needing any verification process. (You can choose to get a signature anyway but it'll always be optional)
