It's not too late to revive this:
The #Ludlow Amendment was proposed by representative Louis Ludlow in 1937. This amendment would have heavily reduced the ability of the #USA to be involved in #war, requiring a national #referendum to confirm any declaration of war. Public support for the amendment was very robust through the 1930s.
