In what way is pouring a bit of leftover coffee away depositing or disposing waste 'in a way likely to pollute land or water'?
How could the ordinary person be expected to be aware that this was the case? I certainly wasn't.
It used to be the case that you could assume laws would be enforced sensibly, enforced in ways that reflect the actual danger they were designed to protect against; but not now.
This law was presumably designed to prevent people pouring chemicals away for instance. And when I say chemicals I mean things like solvents, cleaning products, weed killers etc.
And who gets to decide if the LA enforcement was aggressive? The LA does.
