Watch the 8-minute video from Dr. Heather Cox Richardson for the more complete details; but essentially Kristi Noem in effect had said—in that press conference—that her DHS had sent troops to California to depose the sitting governor of California and mayor of LA. This echoes another attempted state-level coup that had occured historically in the Wilmington Riot of 1898. A really big deal.
