Around the 1970s (but for a few as long ago as the 19th century) several U.S.A. states switched geographic nomenclature. They no longer officially had towns (where town did not mean township), villages, or hamlets. They had cities, of various classes according to population size.

Examples: #cities of the 4th class in #Missouri have between 500 and 2999 inhabitants. 4th class cities in #Minnesota have 10000 or fewer inhabitants.

It's not universal in the U.S.A., some states still officially having towns/villages/hamlets/whatever, but everything-is-a-city is now common official nomenclature.

So linguistically to quite a few United Statians concepts like "city government" and "walkable city" and "city folk" encompass places the size of #Knutsford in #Cheshire.
