The refrigerator might not be the best place to draw a lot - there is a bit of a residual image, & chalk could get on passersby.

A tea strainer makes a great surface sifter. I keep mine in a sealable jar of flour so it's always ready to go. It takes a "bite" of the flour and I can sprinkle the flour lightly over the surface of the dough and/or work surface, then put it away until next time. Works for making a roux, too.
