Instead, they are likely present simply to maintain the symmetry of the building, and either hide internal features, such as chimney flues, or were used to save the cost of adding real windows, as glass would still have been quite costly at the time it was built.

The Georgian neo-Classical Aikenhead House in King's Park in Glasgow. If you look carefully at the windows at the left hand end, you'll see they're actually fake, with the mullions and transoms painted on stone.

This wing was added in 1823, some 75 years after the introduction of a window tax in Scotland, so it's unlikely they were originally designed as functional windows that were then sealed up.
